RWC prepared a Statement of Environmental Effects to support COLAS’s proposal for a short-term increase to their production volume at their existing asphalt batching plant. While the application was a minor modification to the operation, Kempsey Shire Council were able to determine the application after only a week. On 14 October 2022 Kempsey Shire Council expressed their satisfaction that COLAS’s proposal is compatible with the environmental, social, and economic values of the locality; is suitable with consideration to the constraints of the site; is compliant with the relevant legislation; and is in the public interest.
This modification will enable COLAS to continue to support works required in the region to recover from the substantial rainfall events that have damaged public and private infrastructure over the past 12 months. This will be done while also meeting the demand for asphaltic materials generated by COVID-19-related economic stimulus. The modification will be implemented in a manner consistent with existing operations and it has been concluded that the modified operation will be difficult to discern from the currently approved activities.
